[ARCHIVED] City of Marble Falls Breaks Ground on Largest Construction Project in City’s History

Today, the City of Marble Falls officially broke ground on its new Water Reclamation Facility, marking the beginning of the One Water Marble Falls initiative—a landmark, multi-phase water infrastructure plan designed to secure the city’s water future amid rapid growth and droughts.

“This is not just a new plant, it’s a new era,” said Mayor Dave Rhodes “One Water is about managing every drop wisely to create a resilient, sustainable water supply for generations to come.” Rhodes was one of the lead planners and visionaries of One Water Marble Falls.

As the largest construction project in the city’s history, just over $85 million, the Water Reclamation Facility will double the city’s wastewater treatment capacity, replacing the aging plant currently located in a floodplain. Anticipated to be operational in 2028, the plant will produce over one million gallons of high-quality reclaimed water daily, for irrigating parks, fields, and other public green spaces through an expanded purple pipe system. This preserves precious drinking water for homes and businesses while also reducing dependence on the drought-prone Highland Lakes system.

The One Water Marble Falls Plan will be implemented in three phases over the coming years as an integrated approach that combines surface water, groundwater, conservation, and advanced water recycling to create a sustainable, drought-resilient water supply:

· Phase I: Construction of the Water Reclamation Facility

· Phase II: Development of a pilot advanced purification plant for testing and regulatory approval

· Phase III: Construction of a full-scale Advanced Water Purification Plant that will treat reclaimed water to drinking water standards

Marble Falls is leveraging funding from the Texas Water Development Board and to date has secured more than $75 million in grants and low-to-zero interest loans for the Phase I facility. Combined with developer impact fees, the city is ensuring this critical infrastructure investment remains cost-effective for ratepayers.

“Water is life, and it’s finite,” said Incoming Mayor John Packer. “Through One Water, Marble Falls is taking bold steps to ensure our community has safe, reliable, and available water for generations.”
